Mr. Saleem’s expertise in public administration is demonstrated through his current role as Programme Coordinator for PC ETI GB, where he oversees program activities, financial management, and strategic implementation. His previous positions as Secretary across multiple departments, including Agriculture, Livestock & Fisheries, and Forest, Wildlife & Environment, showcase his ability to manage complex initiatives aimed at sustainable development and environmental conservation.

Barkat Ali
Deputy Program Coordinator
With over 15 years of experience in development project management, he has honed his skills in coordinating diverse initiatives across infrastructure, agriculture, socio-economic, and environmental sectors. His professional journey includes impactful positions such as Deputy Programme Coordinator for the Economic Transformation Initiative in Gilgit-Baltistan, where he played a pivotal role in program management and strategic policy achievement.
In his current role, he is instrumental in supporting overall program management and coordination, partnering with line departments, organizations, and stakeholders. He excels in office administration, M&E, MIS, reporting, knowledge management, and gender-sensitive budgeting. His capacity-building efforts and development of M&E systems demonstrate his commitment to sustainable practices and policy development.
He holds a degree in Development Planning and Management from Technical University Dortmund, Germany, and is multilingual with fluency in English, Urdu, and Burushaski. His digital proficiency and active participation in conferences underscore his commitment to sustainable development and resilience.

With over 25 years of dedicated service in the esteemed ranks of the Pakistan Army, Lieutenant Colonel Iqtidar Hussain brings a wealth of leadership experience and strategic acumen to the forefront. Throughout a distinguished military career, Lieutenant Colonel Iqtidar Hussain held pivotal command and staff positions, demonstrating unwavering commitment and a steadfast dedication to service.
Post-retirement, Lieutenant Colonel Iqtidar Hussain seamlessly transitioned into the civilian sector, where he continued to exemplify excellence in management and administration. Holding key managerial and principal roles within various institutions under the Fauji Foundation umbrella, Lieutenant Colonel Iqtidar Hussain played an instrumental role in shaping organizational success through effective leadership and strategic vision.
Armed with an MBA in Human Resource Management and a degree in Law, Lieutenant Colonel Iqtidar Hussain embodies a unique blend of academic prowess and practical expertise. This diverse skill set, coupled with a deep-rooted understanding of management principles, enables him to navigate complex challenges with finesse and precision.

Roheena Ali Shah
Manager Gender & Poverty
Roheena Ali Shah is a development professional with over 10 years of experience in gender equality, social inclusion, safeguarding, poverty reduction, programme management, monitoring and evaluation, and institutional strengthening. She currently serves as Gender and Poverty Manager at the Economic Transformation Initiative Gilgit-Baltistan (ETI-GB), providing strategic leadership on gender equality, social inclusion, safeguarding, poverty reduction, nutrition, climate resilience, and inclusive development.
Previously, Roheena served as Gender Specialist and Safeguarding Focal Person at Aga Khan Rural Support Programme and as a Global Gender Advisor with My Oral Village Canada, where she provided technical leadership on gender equality, safeguarding, inclusive programming, and institutional strengthening.
She brings strong international academic and professional experience, having served as a Panelist at the Spur Change Conference in Ottawa, Canada, and as a Guest Lecturer at the University of Guelph, Centennial College, and Humber College in Toronto. Her work and expertise have contributed to international dialogue on gender equality, inclusion, safeguarding, and sustainable development.
Her professional and academic interests focus on gender equality, women’s empowerment, disability inclusion, safeguarding, and social development. She has contributed to published research in Women’s Health and authored articles on workplace harassment, women with disabilities, gender-based social norms, and inclusive development for Sage journal and Lums colloquium. She holds an MPhil and MSc in Gender Studies from Quaid-i-Azam University, with research focused on women with disabilities and women entrepreneurs in Gilgit-Baltistan.
Zeeshan Karim
Regional Program Coordinator, Baltistan
Zeeshan Karim is a seasoned development professional with 14 years of experience in Human Resource Management, Programme Planning, and Strategic Management. As the former Head of Programmes at the Karakorum Area Development Organization (KADO), Zeeshan led impactful projects in Gilgit-Baltistan and Chitral, demonstrating his expertise in project management and effective resource mobilization.
His proficiency in community mobilization and development through inclusive practices highlights his commitment to fostering collaboration and sustainable growth. With an MS in Human Resource Management from the University of Punjab and an international certificate in entrepreneurship, Zeeshan’s academic background complements his practical skills in programme management, business development, and innovation.
Currently, Zeeshan serves as the Regional Programme Coordinator for the Baltistan region under the Economic Transformation Initiative Gilgit-Baltistan (ETI-GB) program. In this role, he provides strategic leadership in socio-economic infrastructure and value chain development, focusing on community-led initiatives for transformative growth in agricultural value chains in Gilgit-Baltistan. His dedication to transparency, effective governance, and collaborative approaches underscores his pivotal role in achieving sustainable socio-economic progress across the Gilgit-Baltistan region.
Ashfaque Ali Khan
Director Finance & Admin
With over two decades of senior leadership experience, Ashfaque Ali Khan is a dynamic financial and operational strategist. He specializes in driving efficiency, leading transformative change, and ensuring robust governance across the public, private, and non-profit sectors.
As Director of Finance and Administration, Ashfaque oversees the financial, administrative, and operational integrity of the ETI-GB. He has been instrumental in modernizing the programme’s infrastructure by implementing a digital and web-based financial management system, resolving critical operational bottlenecks, and aligning HR, Procurement, and Finance policies with global best practices.
A Chartered Management Accountant (ACMA/CGMA – CIMA), Mr. Khan also holds CPA (Australia) credentials, along with a B.Sc. in Applied Accounting from Oxford Brookes University. His career includes senior roles at the Aga Khan Development Network (AKDN), Consulting, and in the financial services sector.
